The Royal Statistical Society has released a report detailing the move to an online census in 2021. Ian Cope of the ONS mapped out the details of the plans, supplemented by research into the further use of administrative and survey data. When asked about the big issues such as how older people will access the census, it was made clear paper versions would be available in these instances.

Should all survey work be done online with paper as a supplementary channel for those who need it?
